I do not have direct information but have spoken on a handful of ocassions in the last year to two people directly involved in following up with the CF3 initiative / project - both linked to IWC of course. If you read closely our moderators writings here we can clearly understand that it is a complex process - but one that is worth pursuing. Persistence and perseverance are good qualities - lets see what the future will hold and also add optimism as another one of qualities.
